| Most of the children eligible for adoption in Ukraine are boys and girls ages 24 months and up. Prior to this age, they are registered with the government, and available only for domestic adoption. The registry requirement is sometimes waived for children that have been diagnosed with a special medical need. Sibling groups are sometimes available, but the majority of these biological sibling groups are aged 5 and over.
Most of the children legally free for adoption have lived in an orphanage since they were infants. The orphanages from which CHSFS places children benefit from the donations of adoptive parents. Even with this extra support, however, resources are minimal.
