Bulgarian law at the time during which CHSFS was placing children from Bulgaria was written so that no communication could be made between the adoptive family or the child and the birth parents. The law does allow for adopted adults to petition to have their records opened when they reach 25 years of age.

CHSFS Post-Adoption Services can help the adoptive family in sending photographs and letters to the orphanage with the request that if the birth family ever returned they would know of the adoptive family's wishes for contact.

If you wish to request service, please complete the registration email .  You will be sent a registration packet with forms to be filled out and returned, along with the $35 registration fee, to Post Adoption Services, CHSFS, 1605 Eustis Street; St. Paul, MN 55108.
